CIUDAD DE MÉXICO.- El pasado lunes 23 de abril, un día después del primer debate entre los aspirantes a la presidencia de México, el país se estremeció: las autoridades del Estado de Jalisco confirmaron la muerte de Tres estudiantes de Cine que se encontraban desaparecidos desde el 19 de marzo.
No sólo fue su muerte sino el cómo: cuando volvían de hacer una tarea, el grupo de estudiantes fue confundido y secuestrado por miembros del cártel Jalisco Nueva Generación, y posteriormente fueron Asesinados y Disueltos en acido para que no quedara nada de ellos.
Apenas 24 horas antes, los cinco candidatos presidenciales debatieron sobre el clima de seguridad y violencia que vive México desde hace más de una década, y que ha dejado miles de muertos y desaparecidos.
La confirmación de la muerte de Salomón Aceves, Marco García y Daniel Díaz enardeció las redes sociales, convocó a marchas en Guadalajara, la capital de Jalisco, y la Ciudad de México, e hizo cuestionar la estrategia de seguridad de la administración del presidente Enrique Peña Nieto y las propuestas que los cinco candidatos expusieron un día antes.
Univisión revisó los planes de gobierno y las propuestas que de manera pública, en discursos o redes sociales, han hecho los aspirantes presidenciales y consultó a especialistas para conocer a detalle sus alcances.
Andrés Manuel López Obrador, el candidato que está en su tercer intento por llegar a la presidencia y encabeza actualmente las encuestas, es quien ha lanzado la propuesta de seguridad más polémica de la campaña: en diciembre pasado, durante una visita al estado de Guerrero, planteó una amnistíapara cesar la violencia en el país.
Desde entonces, su equipo y sus opositores han intercambiado argumentos y ataques para definir lo que sería una amnistía. Lo cierto es que esta propuesta no viene en su Programa de Govierno.
Durante el primer debate presidencial, la amnistía fue uno de los principales ataques contra López Obrador, cuyos opositores lo acusaron de querer pactar con el narco y los criminales.
En respuesta, su equipo salió a dar detalles de lo que llaman un “proceso de paz” para el país. Olga Sánchez Cordero, exministra de la Corte y propuesta de López Obrador para la Secretaría de Gobernación, publicó un articulo en el diario Milenio detallando los alcances:
“Morena no busca pactar con los capos, no busca su perdón. Morena busca alternativas a los modelos fallidos, busca una amnistía a esos millones que han sido reclutados y cooptados por el crimen organizado por no tener las oportunidades“, escribió.
Catalina Pérez Correa, académica del Centro de Investigación y Docencia Económicas (CIDE), consideró que existe un problema con los actuales candidatos: aunque tienen programas de gobierno, también hacen propuestas diferentes en público o en redes sociales.
“Hemos visto que hacen diversas propuestas de seguridad. Por un lado, en los documentos que presentaron han planteado ejes pero luego han dicho cosas en público. Es difícil saber de manera concreta que están planteando. En general, hablan de atacar la impunidad, la corrupción, de tener mejores policías, pero no detallan cómo lo van hacer, que es lo importante”, dijo la especialista en política de drogas.
Francisco Rivas, del Observatorio Nacional Ciudadano, dijo: “Esta propuesta ha generado preocupación y confusión. No puedes lanzar al aire algo de este tamaño, con estas implicaciones, si no has previamente analizado el asunto. Él mismo se ha tropezado al momento de explicar y ha tenido que salir su equipo”.
